Well, starting July 1st it will be illegal to intentionally release balloons in Virginia. A penalty of a fine of $25 will be the risk. Get this, if a person under the age of 16 releases balloons at the instruction of an adult, the adult shall be liable. This is going to affect balloon releases as a whole in the state of Virginia.
